Yes it can, but not easy. Best time to do it is obvious, before the top
goes on. I do it by wetting out each group of plies on the bench, (cling
film) then applying , peeling off the film and finally working in place
with a brush and gloved hand. Occasionally a brush on a stick helps. Cure
can be expedited with a 40 watt light bulb inside, make sure it doesn't
touch the sides though.
