It might; your local FAA District Office who will issue the certificate

mind inquiries on criteria they use to approve operating limitations. Give
them
a call. Also, any engine you select that has electric fuel pumps only (Rotax,
e.g.)
is justification for a backup battery. Go to AeroElectric Connection's site
(www.aeroelectric.com) -- he has neat white papers for download, one of
which is backup battery setups.
As you get into the project, you may find that your vision of what the plane
will
finally have evolves a lot (part of the fun).
