Some years ago , there was a method of balancing truck wheels. This involved a loop of strong plastic pipe , filled with thin oil IIRC. Inside were anumber of steel BB's. This was originally used for army trucks/armoured cars , which had to drive round with anti - puncture compound permanently inside the tubes. Dunno if this is practical , but maybe worth a look ?
