Raimo,
You are correct, you should place some shim material under the core that
is 10 mm lower, in order to bring it up to the same level as it's mate.
Sometimes the foam blocks don't all go through the hot-wire machine
identically and as a result we find many cores that are not matched, as
you have described. This happens with the flaps as well.
If you do not shim up the lower core, and the disparity is more than a
mm or so, you will finish with a control surface that is unacceptably
crooked.
