It was designed that way !
But add ballast/luggage in the luggage bay and things get better.
Taking round figures, as the engine is about 40" ahead of the c.of g. , and
the baggage is 30 " behind, for every, 40 lb of baggage/ballast you can have
30 lb more engine (plus what you can have with none, which is 12lb with 355lb
crew weight).
If you download cog17.exe from the ftp and you can get the accurate figures
which apply to your own case. Using the Aux. facility, click on "Show arms
and moments" and set in the engine arm. (around 20"), then run up the scroll
bar on the aux. weight until the c.of. g hits the forward limit, bingo.
