IIRC, there was a tip in the hint book to start your holes in the
bushings as per the manual.  Once you've gone through the bushing and
are into the torque tube, slide the tailplane off and finish drilling
the torque tube on your pillar drill.  Once that's done, clean up the
holes, put your tailplane back on the tube and drill through the lower
portion of the bushing.

I did this the second time I drilled my bushings (oh what an unhappy
memory that whole sequence is) and it worked very well.
