As a result of speaking to Neville at the factory some months ago, I fitted
an inspection panel in my XS tunnel  -  exactly where you describe. Neville
said at the time that they were to start including one in later cockpit
modules. Mine is No. 359, btw.
You are quite correct  -  the flap push/pull rod does cross this area but
one can still get at the hoses.
