Richard,
I used the drill bit called out by the manual, then used a miniture round
file to 'ease' the holes to fit the rivets.
Takes only a little time, but you get a very nice fit.

Hi Richard-
Perhaps you are using an 1/8" drill bit. I use a #30 (0.128) bit and
no longer have this problem.
The 1/8" drill is usually a bit too small.

Just a quick question. Is there a secret to making pop rivets fit the
holes? I cafefully drill my holes with a pillar drill and with the work
clamped in a drill clamp but the rivets always seem too big for the holes.
The temptation is to use a hand drill and waggle it about a bit to open up
the holes slightly but I'm sure this isn't good practice.
Any suggestions?
