I'd go for two 189 lb JAR-VLA 25 (a) (2) occupants with no fuel, no baggage
and CG at the forward limit.
There is some safety inbuilt:
The 'plane won't be flying long with no fuel.
The arm taken for the occupants is, I think, for crew with short legs
or
temporarily leaning forward.
That way the baggage allowance is maximised and/or its aft location (in the
case of bulky items) within the XS luggage bay (assuming of course MAUW is
not exceeded).
