The UK PFA has similar requirements for defining max coarse pitch, but throw in
the added difficulty of needing to climb away in max coarse pitch from a balked
landing in 'landing configuration' - ie flaps down (and of course U/C if you
have the monowheel). 300fpm min is what they regard as 'being able to climb
away'. Pretty challenging with a 912-powered trigear at 1370lbs, leading to a
rather finer 'max coarse' setting than I would have liked!

This is required by the FAR.23 constant speed propeller test flight programme.
To establish the limit, the prop is set to coarse and a Vne dive performed to
check that the engine doesn't overspeed. With the prop locked at that setting
a baulked approach is performed and the aircraft must be able to climb out on
a 3% climb.
Believe me, having done this as part of the Airmaster CS Prop flight test
programme, it can be quite entertaining correctly establishing the coarse
limit.
