Not easily unless you can draw back the inner cable near the Throttle Box so
allowing outer sheath to be shortened at Carburettor end and then pushing
inner cable back through when length adjusted by cutting outer sheath.
Thats the process I used and it was fine. Just dont be tempted to cut
inner cable until after it's secured through Lever clamp. It sometimes frays
if not cut sharply.
