Hi ALL,
That IS a gel coat, but not a finnishing gel, [ie it will not stand up to UV]
To prepare for paint, dry sand with something like 240 grit paper.

Hi Mike, 
This subject came up a while back and according to Neville, it isn't gel 
coat, but rather expancel and resin used to fill the weave of the cloth.
