The early Classic kits did not come with the dampers (shocks). It is a
mod that you have to purchase. It is included in the current XS kits.
You should be able to call Europa for information and pricing. It was
mod 26 released in January 1996. I told you wrong earlier. It is not
listed on the web site since it was a mod for the Classic and doesn't
apply to the XS. Let me know if you want a copy of the documentation.
I believe I have it and can scan and email.

The bungee arrangement is not the main wheel suspension - merely an
aid to retractiung the main gear and flap - it would otherwise be far
too heavy. The main gear suspension is a large polyuerathane block
(LG6). I believe the original monowheel only had this and no damping.
There are now two dampers sitting within LG6 to produce less 'bounce'.
Your kit should have both the bungee and LG06 / dampers
