Some 8-9 years ago, there was quite some discussion between the CAA and the Norwegian chapter of EAA about this issue. The CAA pointed out the JAR-FCL paragraph, as far as I remember, and they have maintained this requirement ever since. Doing a quick search on the JAR-FCL web pages, I cannot find anything to support it. Either it was misunderstood in this country, or the rules have changed since. I apologize for any concern caused.
