Although I'm not Mark Burton I think that indeed it will motor to fully
fine. The controller tries to maintain the target RPM, if the RPM drops it
will set a finer pitch, that's what it is supposed to do. If the engine is
out of fuel, the RPM drops, so the prop will be set to fully fine.
