Bob,

First I wedge a screwdriver between one of the arms and the tire.  This takes 
pressure
off the parts so it is easier to rotate them.

Then I use a tapered punch to line up the holes.

Seems to work pretty well.  As the Brits would say, Bob's your uncle!
