Europa-List: FAA ID Data Plate

Builders in the US:

On the required =9CExperimental Amateur Built Aircraft=9D 
metal name plate, there is a line asking for the =9CDate of 
Mfg=9D. 

Would that be the date of manufacture of the kit?or the time 
frame of the =9Cmanufacture" of the work I=99ve done 
assembling and finishing the kit?or is the FAA looking for a 
completion-of-build date?
