Hi Steve,
I have noticed similar arrangement few weeks ago in the RSA fly-in in 
France. The fairing was attached to the mono-wheel swinging arm, covering 
almost 3/4 of the visible part of the wheel. Unfortunately I do not 
remember registration of the bird.

A couple of weeks ago I was on one of the Europa related sites and there 
was
a picture of a Canadian Europa with special fairings that almost covered 
the
main gear when retracted.  The problem is I can't remember who owned the
aircraft or where the picture is located.  If anyone knows please send me
the link.
