I have measured the cross tube on kit 558 at 44 9/16 bearing to bearing. This is a snug fit between the pins. I remember cutting around an 1/8th of an inch of one or both ends to get the thing to fit properly. Your problem could be that the flaps are shorter in length at the flap root close-out, setting the flap drive pins further apart.
