manifestations by buffing off the high areas - it would  break the outer 
skin long before it became flat. The only possibility is to fill the 
lower areas right up to the highs resulting in  significant thickening, 
followed by grading to reduce the visual impact. This is definitely 
distortion and not at all like in the internal streaks which are readily 
ground off without ill effect.
