Unfortunately Tony I think you are right in your understanding of
restricted use. Homebuilt aircraft, such as the Europa, flying on a
"Permit to Fly" in the UK are usually restricted to VFR only. Irrespective
of whether one carries a transponder or not, using the airways structure
(Class A airspace) is not allowed, nor is entry into Airport Control Zones
that are Class D airspace other than under VFR/Special VFR, often using
entry and exit lanes.
Does anyone know if this situation is likely to change in the UK in the
foreseeable future.
