Tailfin Naca Vent

I was just looking at Ira Rampil's website pictures on his gascolater setup 
and also noticed the Naca vent he has installed on his tailfin. Does anyone 
have any details on it? Does it run back up to the cockpit? Which tubing does 
he use inside? Where does it terminate? Is it very effective?
As I live in Northern California where summer temps average 110'F (45'C) most 
days, I am always interested in ways to get cooling air into the cockpit.
