Andrew,

It has been awhile since I performed this task, but I would suggest the 
following.
First, pre-drill pilot holes (3/32 dia.)in the tailplanes.  While holding
the trim tab hinge to the tailplane drill one hole through the hinge and mount
a skin pin / cleco to secure the hinge and proceed to the other hinge.  Once
the hinges have been secured it is a simple matter to drill the remaining holes.
Finally open up the holes one by one and mount the hardware.
