I think the restrictor is also needed to maintain pressure in the lines between the pump and the carbs. Without the restrictor the pressure would drop to almost nothing. Think in terms of the pressure you get in a watering hose when you put your finger over the end and only let a small amount out, compared to the pressure in the hose when you allow full flow.
