Unless things have changed lately, the main purpose of the plate was to
establish the identity of the airframe in the event of termination of its
Certificate of Airworthiness or equivalent. For this purpose (here anyway),
the plate was specified to be attached permanently to a major component of
the fuselage or the main wing spar and easily observed if possible. The SS
qualities were to prevent total fire damage initially.
Two identical plates were allowed where all qualities could not
be acceded to by just one.
