Jeff,
Can't help you with the alignment of your parts.
Most planes have a horizontal stabilizer and an elevator.  The Europa
uses just one surface called a tail-plane.  The same type of surface
on a Piper is called a stabilator. I have also heard it called an all-flying
tail.
