Europa-List: transponders

Wise ones,
can someone tell me the name of the alternative transponder manufacturer, 
similar to Microair and is the French one likely to be available soon.
Another silly question, will we Europeans be required to have mode S on our 
homebuilts? I do feel txponders are highly desirable but dislike the 
imposition of control from the beaurocrats, especially the ones in Brussels.
