Yes we will have to have mode S.  For IFR flight the date is April 2005 and
for VFR April 2008 (I believe).

There was talk of everything that was airborne having to be equipped - even
skydivers!

There is still a lot of resistance to the idea, as it appears to be so late
coming in that it may well be superseded by something else.
