It was done with full malice aforethought, and better than being the
first step toward user fees on everything. IRS charges directly for
certain services which at least primarily benefit the user:
installment agreements, nonprofit status approval, rulings, changes in
accounting method. Some of them cost more than the typical DAR
charges. The real problem may be how many of these guys, because of
legal liability, will be more fussy than FAA people.
