Hi Rowland

Pictures attached.
I glued the bolt into the throttle housing and made a couple of triangular 
plates
that fitted snug into the bottom of the housing.  The shape stops the plates
rotating.
This stops any rotation of the bolt and no rotation is transmitted to the nut.
The lever rotates between plastic washers, two either side of the lever.
