It is the first that I have met, but it could be good.  The jacking system used
on
some glider trailers consists of two car scissor jacks joined across the top and
bottom and with the two screws also joined (welded end to end in some cases) so
that they both rise or lower together.  This makes them very stable and may 
adapt
to the two wheel dolly if the axle was across the bottom of the jacks.  I am not
sure if my description is good enough for you to picture it - let me know if it
is
not enough.
