Wind chill does not register on an OAT - the "wind chill" is merely the way 
the temperature "feels" - very subjective. You get a better response from the 
OAT probe by placing it in the free stream somehow. I am planning to put mine 
under the airplane -- probably behind the main wheel to have the least drag 
effect.
