flaring fuel lines

All,
I've been making up some fuel lines from AL and using AN fittings.  The 
question is about the flaring tool.  The die block states that it is a 
37 deg flare where as the cone has 45 deg etched on the cone side. 
 Shouldn't the cone be 37 deg as well?  I called Spruce and now everyone 
is confused.  Your thoughts please.
