Hi Jeremy, Fig.5 on 9-3 refers to mounting the aileron link rod to the bellcrank. I looked at Fig. 11 on 7-6. This is the bolt embedded with the A2 plate in the inboard end of the aileron that the aileron link rod attaches to. That's where they use an FL13. I've got the ones in the outboard flap hinge.
