After determining that the 3.3mm bit is essential for the flush pop

Not so.
The manual specifies 3.3 mm drill bits because the #30 drill bit
normally used to drill holes for 1/8" rivets may be difficult to obtain
outside of the USA.
The 4.8mm drill bit is used to drill holes for 3/16" bolts as it is
fractionally larger than 3/16". You'll find that a #12 drill bit is good
enough at 4.8006mm
A #19 drill bit is within 1/100" of 4.2mm (4.2164mm to be precise) which
leaves you only the task of finding a 10.2 and 12mm drill bit to handle
the larger metric threads.
